     Description of secondary school system

The secondary school system consists of general secondary education and vocational education. General education has three stages : primary, basic and secondary. Stages of primary and basic school education are compulsory. General secondary education is provided by secondary schools, grammar schools, lyceums and vocational schools. Vocational schools provide secondary education in parallel with job training. General secondary study programmes lead to the Certificate of Secondary Education (School Leaving Certificate). Specialized secondary education takes place in 3-4 years in a broad network of specialized secondary institutions (technical schools, higher vocational school). A Diploma of Specialized Secondary Education in awarded at the end.
 

Higher Education System

     Structure of system

At present, there are 38 state higher education institutions including 15 universities, 8 academies, 12 institutes, 2 higher colleges, 1 higher school. Four universities offer a traditional range of subjects. More specialized universities and other higher education institutions provide training in technology (11), education and teacher-training (5), medicine (4), agriculture and veterinary medicine (4), arts and music (3), sports (1), foreign languages (1) and economics (2). There are three military and militia higher education institutions. Besides the state higher education system, a sector of private higher education institutions has been active since 1991. At present, the reform of the higher education system is being carried out. The reform includes: a gradual transition to a two-level higher education system, a review of the register of specialities and a greater autonomy for higher education institutions.

In Belarus, specialized vocational education is not part of the higher education system. It belongs to the secondary education sector.
